My Experience with the LTO and PNP TMG

I pass on what happened when I personally went and did all the steps needed to transfer ownership of a car.  I would like to help you in the preparations and save time in the process.  There are similar articles in the web but they did not give all the gory details on the steps.  This does.  I am not sure if the processes are the same in the other LTO offices so please adjust to local idiosyncrasies....


Transfer of Ownership of Motor Vehicles
  1. The company will provide all the transfer documents. Apart from the formal transfer document, these include Corporate Secretary's certificate, CTC of company, photocopies of the Corporate Secretary and responsible officer who signed the transfer document. It should also include the Original OR and CR.  Note: Do the transfer as close to the date as the required date for renewal of registration and ensure you get insurance coverage (CTPL as minimum).  If it is still a few months til the renewal date, wait as the LTO will advise you to return closer to the date.  I tried doing it earlier...
  2. Make three sets of photocopies of all documents. Pay special attention on the OR and CR. Same with your Valid Gov't ID. The offices will usually have a photocopying centre nearby (they are serving a captive market and must be very profitable). However, you will not be told you need photocopies at the counters and thus you will be walking back and forth - note that the photocopying centers are outside the premises and the lines are very long.
  3. First: Go to PNP TMG for police clearance. Ensure you know where to get the Motor Number and Chassis number. Some cars are very difficult and you may have to go to your casa to do the stenciling.  In which case, get the document beforehand, explaining why, go to the casa and return. There was a BMW 7 series who was doing the same process as I was and they had to go to the casa.
  4. At PNP TMG, the officer at the reception will fill out the initial form. Then you fill in your dataUIKeyInputDownArrow. The stenciling crew will get various forms and get stencils of the motor and chassis. Go to a Landbank branch and with your documents, pay the processing fee of 300 pesos. Ensure you keep the receipt. Hopefully the stenciling is done in parallel, otherwise, get into the queue.
  5. If the car is a high end vehicle, there is an added step of Interpol verification. There is a txt message system where the vehicle data is sent to the PNP office who liaises with INTERPOL. A message in response will allow them to sign a space for INTERPOL.  This may or may not be immediate.
  6. There are the usual encoding and verifications. Expect at least half a day of processing-on a good weather day.  In case the INTERPOL response takes time, you will have to go back the next day. Lesson learned: Start the process in the morning and try to be the first in line!
  7. Once you get the Police Clearance, you need to carefully plan the next steps as it is only valid for 7 working days.
  8. If the vehicle is new, the correct office to start is the LTO NCR Office along G. Araneta St in Quezon City.  
  9. Bring TWO sets of Gov’t ID’s as one is surrendered at the guard for you to get a Visitor Pass
  10. Ensure that you have photocopied your documents (remember the three sets) and the other Gov’t ID which you will submit to them.
  11. The duplicate of the OR and CR and the Gov’t ID will be submitted at Window 2 or the Certificate of Plate Verification.  IF you are having someone else do the legwork, you will need an authorization letter and photocopies of the person doing the legwork too.
  12. You will be called (roughly 30 minutes) later to come up and get a copy of the Certificate of Plate Verification.  There are TWO sets given BUT, they will still request you to photocopy the top sheet and then bring it back to them.  You need to wait TWO working days before the information is replicated in the servers in the other LTO Offices - therefore you cannot finish the registration process till after the upload.
  13. To get the Confirmation of the the OR and CR, proceed to the Records Section at the end of the Hall and ensure that you have photocopies of the full set of documents and the Gov’t ID.
  14. They will advise you that you need to return after 5 days to get the Certificate of Confirmation of the OR and CR.  In the meantime, you will be advised to go to the LTO office where you will register your vehicle.  
  15. There is an LTO office in La Loma, about two blocks away and I chose to go there to get as far as possible in the registration process.
  16. You first go to the Public Assistance Desk.  The officer there will screen your documents.  Ensure you have the FULL set plus the CTPL.  After verifying that all data are there (which includes the Police Clearance and Certificate of Plate Verification), the next step is stenciling and fill in the MVRR form.
  17. The MVRR form is given by the reception desk and then you approach the crew that does stenciling and filling in of the Form for you.  They do all the inputs on the form and there is no need to sign anything.
  18. Depending on the degree of difficulty in getting the stencil (it is really tough for the MB E250), expect at least 1 hour of trial and error and then filling in of the form.  Note that though the Police Clearance ALREADY has a copy of the stencils (Motor and Chassis), they are not valid, though the stencilers often compare what they got with the Police copy.  You need to have some cash ready to give as a tip to the person who did the stencilling.
  19. After the MVRR form is filled up by the Stencil officer, the papers are reviewed and stapled together.
  20. You go the Public Assistance desk again and he will again review the paperwork and assign an evaluator.
  21. Go to the window of the assigned evaluator (depending on the mood of the evaluator, you can really wait or IF you stand in front and start asking interesting questions on process noting that there is an 8888 number to give feedback to, it can get faster).  The evaluator again reviews the documents and this time makes a transmittal note addressed to the LTO NCR office that they will be the one to Register the transferred car.  There are TWO copies of the transmittal note.
  22. You then have to go BACK to the LTO NCR Records section to advise them that you have secured the place where to register. They will get the top copy and stamp the other one that they got the transmittal.  Now remember that the Certificate of Confirmation of OR/CR needs a few days to process.  In my case, after I submitted all the documents again, I confirmed with them that I should return on Tuesday (as it was a Friday - anyway the upload  of the Verification of Plate information will only be in place by Monday).  However, they decided to save me another trip to their office by handing the Certificate of OR and CR there.  It was basically the duplicate copy of the OR and CR with a stamp that it was the same as in their records.
  23. Now comes the wait for the Upload and return to the LTO La Loma office to complete the registration process.
  24. After waiting two working days for server to replicate iinformation in other servers, I went back to LTO La Loma to complete registration.
  25. Start again at the public assistance desk. They will write an evaluator number on the upper left. 
  26. Proceed to that window. The Evaluators are given certain cars to process and in my case the evaluator was busy and called the Public Assistance person to pass my case to another Evaluator. The Evaluator reviews info and passes it on to the encoders.
  27. After encoding, you will be called to pay the fee at the cashier. It is not expensive: about 180 pesos.
  28. After payment of fee you will be asked to proceed to records section.
  29. Records section is where your CR in your name and OR for the process will be released. You now have legal right over the car.
